The 15 judges of the International Court of Justice (ICJ), the highest judicial organ of the United Nations, have issued what everyone agrees is a landmark finding.
Of course the ICJ has no way to enforce its decisions, but I think the point is that Palestinian resistance (armed and unarmed), the interventions by Lebanon and Yemen, BDS and the illegality of the West Bank settlements now can said to be grounded in international law as expressed by the highest court in the world. This will provide powerful arguments for Palestinians as they present their case to the international community. As Historians Ilan Pappe and Shir Hever have been saying, the zionist project is in its terminal stage and this is just one more aspect that questions its legitimacy and will contribute to its demise. With major shifts in the global power structure the immense influence of zionist lobbies in Europe and the Americas will steadily be eroded over time. This all may take some time but the ICJ decision is just one more step in finally getting justice for Palestinians.

All very true but to be strictly correct charges of genocide and apartheid are in contradiction if applied to the same situation. Israel can be guilty of genocide in Gaza and apartheid in Jerusalem, but cannot be guilty of both crimes in Gaza or Jerusalem. Why? Because as Tarik points out apartheid is defined “an institutionalized regime of systematic oppression and domination by one racial group over any other racial group or groups and committed with the intention of maintaining that regime.” The South Africans intended to maintain their regime of "oppression and domination" (and, we must remember, "exploitation") in perpetuity. The Israelis do not. They now wish to exterminate or expel the rival "racial group" from the territories that Israel occupies. In the past they may have toyed with the idea of a permanent system of apartheid but not any more. That makes things simpler for the State of Israel, but it also presents inherent problems for Israel's future development. Israel, like South Africa, needs a labour force to perform all the mundane tasks that still need to be carried out in even the most technologically advanced society. Jews could only be required to perform those tasks in a Jewish state that was effectively socialist, and for the past seventy years the Israeli elite has been trying to escape its socialist origins. The other alternative is migrant labour (in Israel's case drawn from South and South East Asia) which is widely employed throughout the capitalist nations of the collective west in its current phase of economic decline. The problem with migrant labour is that it is not sustainable. That vast pool of labour will slowly dry up as the third world proceeds with its own industrial and social development, if not for other reasons. Jewish exceptionalism (which lies at the heart of anti-Semitism as well) simply has no way of resolving this conundrum. Socialism has been ruled out. Apartheid has failed. We have centuries of world history to show that extermination of indigenous peoples followed by the introduction of new ethnic groups as migrant labour does not work in the long run. So what is Israel to do? Can the Jewish people bear to wind back their whole history and say to themselves "We are not exceptional"? Because that is the only way for them to find for themselves, and bring to others, enduring peace.
